The United Nations as the “Main Channel” for Global Artificial Intelligence Governance: Achievements, Challenges, and China’s Role

Abstract: At present, the landscape of global artificial intelligence governance is marked by a complex configuration of multi-stakeholder competition and cooperation, the convergence of multiple issue areas, and the intertwining of diverse governance pathways, with fragmentation becoming increasingly pronounced. As the governance actor with the greatest potential to serve as a central platform and connective hub, the United Nations is working to build itself into the “main channel” for global AI governance through platform support, norm-shaping, and capacity-building. These efforts have received active responses from various international actors at both the levels of normative initiatives and practical action. While the construction of this “main channel” is advancing rapidly, it still faces endogenous constraints and exogenous challenges. Advancing the UN-centered global AI governance process is conducive to building broad consensus, bridging the digital divide, and safeguarding multilateralism. China should continue to play its role in conceptual advocacy, exemplary action, and open-source innovation, while supporting the United Nations in improving the construction of the “main channel” by optimizing its own mechanisms, implementing differentiated approaches, and coordinating diverse actors. Together, these efforts can contribute to a future vision of AI for good.
